The Southern California Association of Governments (SCAG) Regional Council approved to award $1.25 billion in federal transportation funding through the Federal Fiscal Year (FFY) 2026-27 and 2027-28 Surface Transportation Block Grant (STBG) and Congestion Mitigation and Air Quality (CMAQ) programs to 132 transportation projects in the SCAG region. The City of Glendale’s North Verdugo Road Improvements Project was selected for $24.7 million in funding. This award will help advance safety and state-of-good-repair improvements along this key north-south corridor, including enhanced pedestrian crossings, ADA/sidewalk upgrades, bikeways where feasible, transit stop improvements, signal upgrades, and pavement rehabilitation along the North Glendale Avenue and North Verdugo Road corridor between I-134 and Honolulu Avenue.

Funding Sources
The design phase of the project is funded by Measure R, while the construction phase will be funded with Surface Transportation Block Grant and Congestion Mitigation and Air Quality funds.

Scope of Work

  • Removal/reconstruction/surface grinding of deteriorated pavement and placement of asphalt concrete pavement
  • Placement of asphalt rubber hot mix pavement (ARHM) over asphalt leveling course
  • Selective removal and repair of broken and damaged sidewalks, curbs, curbs and gutters, cross gutters, driveway approaches, local depressions, alley aprons and bus pads
  • Installation or modification of curb ramps meeting the latest Americans with Disabilities Act (ADA) guidelines
  • Planting trees in empty and new tree wells to provide continuous shading
  • Adjusting utility frame and covers to finished roadway pavement grade
  • Conducting storm drain and sanitary sewer infrastructure analysis and design
  • Constructing new sidewalk on Verdugo Road within City’s right-of-way in coordination with property owners
  • Improving loading and unloading zone in front of Verdugo Woodlands Elementary School
  • Installing pedestrian scale lighting on both sides of Verdugo Road
  • Improving existing pedestrian bridge adjacent to Glendale Community College, perform necessary bridge maintenance, install public art and wayfinding signage
  • Adding curb extensions at the intersections of Verdugo Road at Arvin Drive and Mountain Street
  • Installing new thermoplastic traffic striping, pavement markings and signage including bike lane improvements per latest City of Glendale Bicycle Master Plan requirements
  • Intersection reconfiguration at Verdugo Road and Canada Boulevard, North and South intersection, to accommodate safe bicycle travels at the intersections
  • Conduct a feasibility study and design for installation of crosswalk Rectangular Rapid Flashing Beacons (RRFB) and/or Pedestrian Hybrid Beacons (HAWK) along Verdugo Road
  • Installing new bicycle facilities
  • Modification of existing traffic signals at the following intersections:

    North Verdugo Road at La Crescenta Avenue (Signal Modification)
    North Verdugo Road at Menlo Drive (Signal Modification)
    North Verdugo Road at Towne Street (Signal Modification)
    North Verdugo Road at Canada Boulevard (Signal Modification)
    North Verdugo Road at Civic Auditorium (Signal Modification)
    North Verdugo Road at Mountain Street (Signal Modification)
    North Glendale Avenue and East Glenoaks Boulevard (Signal Modification)
    North Glendale Avenue and North Verdugo Road (Signal Modification)

Engineering, Design, ROW, Bidding - 5/1/2025 to 5/1/2027

Construction Schedule

Construction is tentatively scheduled to start Summer 2027 barring unforeseen circumstances.
