The City of Glendale’s Parking Enforcement Unit's goal is to efficiently respond to calls for service, and effectively enforce parking laws and regulations that provide for the safe and efficient flow of traffic and parking space turnover in both our residential neighborhoods and commercial districts.

  • Check or money order (do not send cash) using the envelope provided with your citation. Be sure to write your citation number on your check or money order. If you do not have an envelope, please submit payment to the following address:

Glendale adheres to the guidelines prescribed by the California Vehicle Code with regard to the contesting of parking citations. Contesting a parking citation is a three step process.

  1. Administrative Review: You must submit your request within twenty-one (21) calendar days of the date the citation was issued, or fourteen (14) calendar days from the mailing of the Notice of Parking Violation.

You may also pick up a form in person at The Glendale Police Department (131 N. Isabel, Glendale, CA 91206). When you have completed the form you may mail it to The Parking Enforcement Center (P.O. Box 6010, Inglewood, CA 90312). Your request for review MUST be received within the time frames above or you will have waived your right to contest.

If your citation was upheld in Step 1, you may proceed with an Administrative Hearing.

  1. Administrative Hearing: Be sure to carefully follow the instructions on the Administration Review Decision - Liable form that was mailed to you. State Law requires that you pay in advance all fines that are owed on the citation except as provided in Section 40215 (b) of the California Vehicle Code before you can continue to Step 2.
  2. Appeal: If the citation is “Sustained” in Step 2, you may file an appeal of the finding with the Los Angeles Superior Court, 111 N. Hill Street, Los Angeles, CA 90012. You must obtain a Notice of Appeal form from the court. There is a court imposed filing fee of $25 for this appeal process. The appeal must be filed within thirty (30) days of the mailing of the Administrative Hearing officer’s findings. A copy of the appeal must also be filed with the City of Glendale, Office of the City Attorney, located at 613 E. Broadway, Glendale, CA 91206-4394. Your failure to timely file this appeal will result in your waiver to have the matter heard by the court.

If the presiding Judge dismisses your citation, the $25 filing fee along with your parking fine will be refunded to you.

Holiday Schedule

In accordance with the Glendale Municipal Code Section 3.08.010, the following days shall be deemed as holidays for the purpose if this code:

  1. New Years Day
  2. Martin Luther King Day
  3. Presidents Day
  4. Memorial Day
  5. Independence Day
  6. Labor Day
  7. Veterans Day
  8. Christmas Day
  9. Thanksgiving Day.
  10. The Friday after Thanksgiving Day.
  11. Any day or part of a day, which may be designated by the council as a holiday.
