✅ FACT:

• A permit for an In-N-Out has been submitted; however, that is NOT ready in the process to go forward.
• Separate and apart from In-N-Out, an item has been placed on the agenda, with a report to the City Council, asking for "Direction to Staff Regarding Design and Procedures for Evaluating Developments with Drive-Through Operations".

Background:

On August 13, 2024, Community Development Department staff proposed an ordinance to the City Council to amend zoning requirements for drive-through establishments, introducing definitions and a conditional use permit (CUP) process. This was the first phase of changes before the moratorium expired, with a second phase planned to address design standards like lot size, queuing lengths, and landscape buffers.
