Elena Bolbolian, Director of Innovation, Performance and Audit
Elena has worked for the City of Glendale for 24 years in various capacities. Prior to becoming Director, she served as the Deputy Director of Community Development overseeing two divisions, Administration and Neighborhood Services, and was responsible for 45 employees. As the Deputy, she consolidated administrative procedures to build efficiencies in the wake of staff and funding reductions and oversaw the elimination of an inspection backlog and program restructure to produce more efficient inspection turnaround times. She started her career with Glendale having first joined the City as a youth worker in 1993 through the Glendale Youth Alliance’s youth employment program. Elena attended Glendale schools, then went to UCLA, where she received her bachelor’s degree in Political Science in 2002 followed by her Master's in Public Administration from CSUN in 2005.
Jessie Zhang, Internal Audit Manager
Jessie has worked for the City of Glendale since 2001. She holds a Master’s degree in accountancy from California State University, Los Angeles, with a focus on Information Systems. She has four professional certifications including Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information System Auditor (CISA) and Certified Government Auditing Professional (CGAP) licenses. She is a member of the Institute of Internal Auditors (IIA), Association of Local Government Auditors (ALGA), and Information Systems Audit and Control Association (ISACA).
Natalie Minami-Valdivia, Senior Internal Auditor
Natalie has worked for the City of Glendale since 2001. Prior to working for the City, she worked as an internal auditor for one of the big four public accounting firms. Natalie holds Bachelor’s Degrees in Business Economics with an Accounting emphasis, and Law and Society from the University of California, Santa Barbara. She is a CPA and CIA. She is also a member of the IIA and ALGA.
Sameel Salim, Senior Internal Auditor
Sameel is a CPA with an Accounting degree from the University of Southern California. Prior to working for the City, he worked in the electric public utility industry for over 10 years performing a variety of operational, compliance, and consulting engagements. The lack of continuity and repetitiveness throughout his career has prepared Sameel to enter varying environments, quickly get up to speed, and deliver value-added recommendations that improve controls and/or operations.
Ani Antanesyan, Internal Auditor
Ani joined the City of Glendale in 2018. Previously, she was working as a Program Performance Auditor at the City of San José, where she worked on a variety of operational audits aimed at improving the performance of programs and services including recycled water delivery, disability retirement, pensionable earnings and mobile devices. Ani was first introduced to auditing when she was first hired as an Analyst at the U.S. Government Accountability Office in Washington, DC. She earned a B.A. degree in Political Economy from the University of California at Berkeley and an M.P.A. from the University of Southern California; she is a member of the Association of Local Government Auditors and the Institute of Internal Auditors.
Ani grew up in Glendale, attending its schools and obtained her first job through the Glendale Youth Alliance, working at the Glendale Public Library.
Gregory Kajszo, Innovation Analyst
Gregory Kajszo joined the City of Glendale in 2016. He has over six years of experience in the private consulting industry, where he worked as a deputized project manager for multiple high-profile energy and transportation infrastructure clients. Gregory is currently pursuing dual master’s degrees in Public Administration and Urban Planning at the University of Southern California. He grew up in southern California and received his bachelor’s degree from California State University, Long Beach. He has been living in Glendale since 2015.
Sam Angles, Innovation Intern
Sam Angles fled Boston’s cold to join the City of Glendale in 2017. He graduated magna cum laude from Hofstra University with his bachelor's degree in Political Communications. He then went on to get his Master’s in Public Administration from the University of Southern California. All the while, Sam built an extensive resume in federal, county, and local government.
Sam specializes in analyzing data, and telling their stories.
