Planning for Our Future
Glendale Water & Power (GWP) is developing important planning documents to make sure our community has a safe, reliable water system for generations to come. Two major efforts are underway:

Water Master Plan:
A long-term (2025-2045) strategic plan that will guide GWP to upgrade and maintain our water system.
Recycled Water Master Plan:
A strategy to increase use of recycled water, which is cleaned and treated wastewater that can be reused as a safe, cost-effective, and local water source.
Project Goals:

Project Timeline:
First Steps: Supply and demand analysis; potential reuse opportunities
Summer 2025: Water quality and hydraulic analysis
Winter 2025: Capital improvement plan
Early 2026: Cost-of-service study
By planning now, we're building a roadmap that supports reliability, resiliency and community needs- both today and in the future.
Project Goals
Building a Reliable Water Future
About two-thirds of Glendale’s water is imported from outside the region. The master plans look at how to reduce risk by expanding our local recycled water supply.
- Imported water is becoming more expensive and less reliable due to extreme supply variability.
- Imported water travels through earthquake-prone zone; a major quake could disrupt access to imported water for 3-6 months.
Upgrading Aging Infrastructure
Investing in Glendale’s water infrastructure today protects our water supply for the future and helps avoid more expensive emergency repairs. Glendale’s water system includes:
Adapting to a Changing Climate
GWP is adapting to the impacts of climate change by:
- Exploring how recycled water can contribute to a more balanced and drought-resilient water supply
- Identifying forward-thinking strategies and supporting long-term efforts to protect and secure Glendale’s water future
Expanding Local Water Supplies
- The Recycled Water Master Plan will assess the potential for future uses of recycled water, including potable water reuse, to help stretch our limited supplies.
Listening to Community Needs
- Our goal is to create a plan that reflects community values and ensures all Glendale residents benefit from future water system improvements.
Stakeholder Water Advisory Group (SWAG)
As part of this planning effort, GWP is engaging with our community through the Stakeholder Water Advisory Group (SWAG), a cohort of Glendale residents representing local organizations, schools, businesses, and stakeholders. Please see below for meeting minutes from past SWAG meetings.
