What is the Utility Users Tax Exemption Program?

The Utility Users Tax is charged to all users of electricity, water, gas, telephone, and cable services within the City of Glendale. The City offers two types of exemptions, Senior and Disabled exemptions.

  • Low Income Senior Exemption: Exempts households with at least one member aged 62 or older from all City utility taxes if the gross annual income of the household is less than $13,950
  • Low Income Disability Exemption: Exempts households with at least one disabled member aged 55 or older from City taxes on GWP electric and water service if the gross annual income limit of the household meets the table below:

How do I qualify for the program?

  1. You must be a current GWP electric customer.
  2. You must meet either of the following conditions:
    a. Low Income Senior Exemption: Exempts Utility Users Tax on all applicable utility bills.
  • The household includes a senior aged 62 years or older and a total gross annual household income of less than $13,950 per calendar year.
  • Must provide proof of income for all household members over the age of 18 and rent receipt or mortgage statement.
  • Must provide documents verifying age i.e. Driver’s License, Passport.
  • Must provide copies of bills where you would like the Utility Users Tax to be exempt.

    b. Low Income Disability Exemption: Exempts Utility Users Tax on Glendale Water & Power Bill only.
  • Must provide documents verifying age.
  • Must provide documents verifying disabled status, such as:
  1. Supplemental Security Income (SSI)
  2. Social Security Disability
  3. Disability retirement income, etc.

What income sources do I need to report and what documents do I need to provide?

  • CalFresh (Food Stamps), California Work Opportunity and Responsibility to Kids (CalWORKs), Medi-Cal/Medicaid, Medi-Cal for Families: Must provide a current Notice of Action or Verification of Benefits form.
  • Wages or Salaries: Must provide the last 2 months of consecutive paycheck stubs or letter from employer stating monthly gross income if paid in cash.
  • Self-Employment: Must provide prior year tax return documents.
  • Social Security Administration (SSA) Income: Must provide recent SSA document showing monthly benefit amount.
  • Unemployment Benefits: Must provide copy of EDD Award letter from the Employment Development Department.
  • Workers Compensation: Must provide most recent document showing compensation amount.
  • Spousal or Child Support: Must provide current statement showing support amount.
  • Pensions, Annuities, Interest, Dividends, Rental or Royalty Income: Must provide most recent statement showing income amount.
  • Family Support: Must provide Financial Support Letter which can be acquired by contacting GWP.

What are the program terms and conditions?

  • Must certify under penalty of perjury that total gross household income from all sources and all household members 18 years of age or older, is no greater than the income eligibility limit, and must provide proof of income.
  • Applications submitted by co-signers are not accepted.
  • Must reapply every time participant moves.
  • The electric bill must be for the participant’s primary residence only.
  • Participant cannot be claimed as a dependent on another person's income tax return.
  • Must re-certify eligibility when requested.
  • Must notify GWP within 10 days when participant becomes ineligible for the exemption.
  • This Policy will be amended in the event of changes in eligibility criteria.

To apply for the Utility Users Tax Exemption Program, please follow these steps:

  1. Downloading the Utility Users Tax Exemption Program Application. 
  2. Complete, sign and date the application
  3. E-mail the completed application along to  GWPrateassistance@GlendaleCA.gov

This program may be modified or terminated without prior notice and is provided to qualified customers on a first-come, first-served basis until program funds are no longer available.
