What is the Glendale Care Program?
The Glendale Care Program provides a $35.00 monthly electric bill discount to low-income residential customers.
How do I qualify for the program?
- You must be a current GWP electric customer
- You must meet either of the following conditions:
a. You or another person in the household must be receiving benefits from any of these programs and must be able to provide current documentation showing proof of program participation:
- CalFresh (Food Stamps)
- California Work Opportunity and Responsibility to Kids (CalWORKs)
- Women, Infants & Children (WIC)
- Section 8/HUD
- Low Income Home Energy Assistance Program (LIHEAP)
- Medi-Cal/Medicaid
- Medi-Cal for Families
- National School Lunch Program (NSLP)
- Supplemental Security Income (SSI)
b. Total gross income for all persons in your household must meet the income guidelines listed below. You must certify under penalty of perjury that your total household income from all sources and all household members meets the income guidelines listed below. Must provide proof of income and rent receipt or mortgage statement.

What income sources do I need to report and what documents do I need to provide?
- Wages or Salaries: Must provide the last 2 months of consecutive paycheck stubs or letter from employer stating monthly gross income if paid in cash.
- Self-Employment: Must provide prior year tax return documents.
- Social Security Administration (SSA) Income: Must provide recent SSA document showing monthly benefit amount.
- Unemployment Benefits: Must provide copy of EDD Award letter from the Employment Development Department.
- Workers Compensation: Must provide most recent document showing compensation amount.
- Spousal or Child Support: Must provide current statement showing support amount.
- Pensions, Annuities, Interest, Dividends, Rental or Royalty Income: Must provide most recent statement showing income amount.
- Family Support: Must provide Financial Support Letter which can be acquired by contacting GWP.
What are the program terms and conditions?
- Must certify under penalty of perjury that your total gross household income from all sources and all household members 18 years of age or older, is no greater than the income eligibility limit, and must provide proof of income when requested.
- Applications submitted by co-signers are not accepted.
- Must reapply every time participant moves.
- The electric bill must be for the participant’s primary residence only.
- Participant cannot be claimed as a dependent on another person's income tax return.
- Must re-certify eligibility when requested. (Re-certification may require proof of income).
- Must notify GWP within thirty days when participant becomes ineligible for the program.
- The program can be decommissioned or discontinued at any time upon approval of City Council.
- In the event the program is discontinued the final bill discount will be prorated.
- Must agree to pay all City of Glendale service bills when due and make reasonable attempts to pay any past due amounts owed.
- This Policy will be amended in the event of changes in eligibility criteria.
How do I apply?
You can apply for the Glendale Care Program online by going to our Application Portal.
This program may be modified or terminated without prior notice and is provided to qualified customers on a first-come, first-served basis until program funds are no longer available.
