In May 2019, the Glendale City Council authorized a settlement to resolve two lawsuits involving the City’s water rates adopted in 2014. In December 2018, the California Court of Appeal found that the City’s water rates complied with Proposition 218 on 3 of the 4 issues contested in the appeal, and the settlement agreement resolves this remaining issue, as well as another issue that was not appealed. Under the settlement, the City will provide credits on the water utility bills for existing Single Family Residential and Multi Family Residential water customers who used water in the highest tiers (Tier 4 for Single Family and Tier 2 for Multi Family) from October 20, 2016 – June 30, 2018. The amount of the credit will be $0.52/Hundred Cubic Feet (HCF) for Single Family customers who used water in Tier 4 and $0.05/HCF for Multi Family customers who used water in Tier 2 for the stated period. For those who used water in these highest tiers during the stated period, but are no longer GWP customers, the City will make refunds available.
Existing GWP water customers who qualify for the credits do not need to do anything to receive the credit on their utility bill. Credits will be applied to utility bills beginning on August 1, 2019. Former customers who no longer have an active GWP water account but used water in the highest tiers during the stated period as described above may receive a refund for the amount of the credit.
