Project Scope

This upgrade features brand-new shade structures and poured-in-place (PIP) safety surfacing for both the 2–5-year-old and 5–12-year-old playgrounds, providing safer and more comfortable play areas for children. The surrounding area also received ADA-compliant improvements to ensure accessibility for all visitors.

As part of the Pacific Park Shade and Water Play project, the splash pad was completely redesigned with enhanced water play features and a new water treatment and recycling system to support water conservation. Additional upgrades include a fully redesigned restroom focused on improved safety and a replastered pool.

Funding

The current construction budget is $3,041,173, funded by:

  • Community Development Block Grant (CDBG): $1,552,653
  • Development Impact Fees: $731,322
  • Measure S: $300,000
  • Capital Improvement Program (CIP) Funds: $457,198

Status Update

Construction at the playgrounds and restrooms is complete, with the splash pad installed in Fall 2024 and the shade structures installed in April 2025. The canopy design required deeper and more stable 9-foot foundations and 18-inch structural poles to meet updated safety and engineering standards, adding complexity to the installation process.

Pool upgrades—including replastering, deck cleaning, and new concrete deck areas—were completed and opened to the public in June 2024.

On May 27, 2025, the playgrounds and splash pad were opened to the public.
