Open Space and Conservation and Recreation Elements (OSCR)

Project Scope:

Glendale has officially launched the process of updating its Open Space and Conservation and Recreation Elements, known as OSCR, as part of the City’s General Plan. The Open Space and Conservation Element, last comprehensively updated in 1993, will be updated to reflect a shared vision for the future of Glendale’s natural resources, open spaces, and park system. The Recreation Element, last comprehensively updated in 1996, will be updated to address the community’s evolving needs for parks, recreational facilities, and programming.

Budget:

The project is funded with $200,000 in General Funds and $675,000 in Measure A Grant funds through Los Angeles County's Regional Park and Open Space District (RPOSD).

About Measure A

Measure A is a local funding program administered by RPOSD to support improvements in local parks, open spaces, and recreation facilities across Los Angeles County. The program was created following a comprehensive Countywide Parks and Recreation Needs Assessment (PNA), which identified and prioritized areas with the greatest need for park investments. Measure A funds are intended to support projects that enhance community health, promote safe and inclusive spaces, protect natural resources, and expand access to parks.
