The City of Glendale strives to continuously improve and upgrade its parks facilities to ensure safety, enhance the community, and improve comfort for patrons. Community Services & Parks collaborates with Public Works to complete capital improvement projects in parks across Glendale and works with the Glendale Unified School District on various joint use projects.

Capital improvements are projects of large size, fixed nature, or long life, which provide new or additional public facilities or services. Also included in this broad definition of the term are:
- major replacements and reconstructions
- items of large equipment such as furniture and other equipment when purchased as a part of the initial projects;
- and acquisition of land needed for projects within and beyond the immediate five-year period.
