Notice of Continued Public Hearing on Substantial Amendment

Substantial  Amendment to HOME-ARP Allocation Plan

The City of Glendale is proposing a substantial amendment to its HOME-ARP Allocation Plan. The original plan, approved by HUD in 2023, allocated HOME-ARP funds to the development of affordable housing at 426 Piedmont Avenue (Parkview Glendale), with a preference for seniors facing or at risk of homelessness.

The proposed amendment establishes a method of prioritization for resident selection at the eleven (11) HOME-ARP-assisted units at Parkview Glendale and adds a defined subpopulation preference within the existing senior preference framework. First priority will be given to Senior Citizen Households (age 62 or older) currently assisted through the Emergency Housing Voucher (EHV) program administered by the Glendale Housing Authority who have received written notice of termination of that assistance and who meet a HOME-ARP Qualifying Population. Approximately 70 senior households are currently assisted through EHVs administered by the Glendale Housing Authority. These households face significant risk of returning to homelessness as the federal EHV program winds down. All four HOME-ARP Qualifying Populations remain eligible for the units.

The draft amendment is available online and in-person at the Community Development Department – Housing Division, 141 N. Glendale Avenue, Suite 202, Glendale, CA 91206.

Public Comment Period: May 7, 2026 – May 21, 2026 (15 days)

Written comments may be submitted by email to PJackson@GlendaleCA.gov or by mail to the address above. All comments received by May 21, 2026 at 5:00 p.m. will be considered prior to adoption.

Public Hearing: The City of Glendale hereby provides notice that the public hearing previously scheduled for June 2, 2026 regarding the proposed Substantial Amendment to the HOME-ARP Allocation Plan for Parkview Glendale (426 Piedmont Avenue) will not be held on June 2, 2026.

The Glendale City Council and Housing Authority will hold a joint public hearing on June 23, 2026 at 613 E. Broadway, 2nd Floor, Glendale, CA 91206 to consider adoption of the substantial amendment. The specific time will be posted on the City Clerk's published agenda at GlendaleCA.gov at least 72 hours prior to the meeting.

Affordable Housing Waitlist

Parkview Glendale, 426 Piedmont Ave & 507 Naranja Drive

Parkview Glendale brings much-needed, affordable housing to seniors in the heart of Glendale through the thoughtful adaptive reuse of a former assisted living community.

The 68-home development serves older adults earning between 30% and 60% of the Area Median Income (AMI), offering comfortable, well-designed apartment homes that support independence, connection, and quality of life. The community includes 20 studios, 47 one-bedroom apartments, and one two-bedroom manager’s unit, all designed with seniors’ needs in mind.

Located in Glendale’s Citrus Grove neighborhood, Parkview Glendale offers residents convenient access to everyday essentials and services. The community is well connected to public transit, including multiple bus lines and Metrolink routes, and is close to the I-134 freeway. Within a mile, residents can reach grocery stores, health care providers, banks, post offices, City offices, retail destinations, and local restaurants, making it easy to stay engaged and connected.

EAH Housing provides on-site property management and resident services, with programs focused on health and active living, lifelong learning, and community building. Casa de la Paloma, 133 S. Kenwood St.

Waitlist opening for affordable housing for seniors 62+ years old.

Located in vibrant, walkable Glendale, Casa de la Paloma provides 165 affordable housing apartments for adults 62 and older earning low incomes, and/or adults 18 and older with disabilities. The maximum eligible income for one person is $53,000 ($60,600 for two people). Rent is dependent on income.

Casa de la Paloma is opening its waitlist and accepting applications between February 17-19, 2026, from 9:00 AM to 4:00 PM. 300 applicants will be accepted to the waitlist based on an automated and randomized lottery system. Casa de la Paloma operates under the State of California’s Tax Credit Allocation Committee Program, HUD’s Section 8 Housing Assistance Payment Program and is accepting preliminary applications for one-bedroom apartments.

UPDATE! January 2026 | National CORE and Linc Housing, developers of the affordable housing community Pioneer Village, received 7,574 unique applications for the Pioneer Village affordable housing waitlist. It held a lottery on December 24, 2025 at which City of Glendale staff was present. Applicants received their lottery number via email following the lottery. National CORE is calling all applicants that did not provide an email address in their application to retrieve an email address where it can send an applicant’s lottery number. Pioneer Village is a multi-generational affordable housing community developed by National CORE and Linc Housing. The waitlist application period for Pioneer Village opened Thursday, November 27, 2025 at 8:30 AM and closed Friday, December 12, 2025 at 5:00 PM. Applications were available at NationalCORE.org/pioneervillage. Applications were accepted online at the same webpage. Applications were also accepted by mail or in-person at the following address:

With an estimated completion date of early 2026, this development will provide 340 high-quality homes for low and lower income individuals, families, and seniors.  Of the 340 homes, 92 are reserved for seniors 62 years and older, 245 for low income families and individuals, and three homes for onsite management.

Pioneer Village residents will be within walking distance of Fremont Park and the Glendale Beeline Route 5 bus stop at Doran Street and Pacific Avenue. Public libraries, medical facilities, grocery stores, restaurants and other destinations are all within a one-mile radius of Pioneer Village.


The Otto Gruber House, 143 S. Isabel St.

The Otto Gruber House, a HumanGood community located at 143 S. Isabel Street in Glendale, California, will be opening its waitlist. It accepted applications between September 24-30, 2025. The Otto Gruber House provides 39 affordable housing apartments for adults 62 years and older earning low incomes. The maximum eligible income for one person is $53,000 ($60,600 for two people). Two-hundred applicants will be accepted to the waitlist based on an automated and randomized lottery system. The community is covered by the U.S. Department of Housing and Urban Development (HUD) under the Section 202/8 Project Rental Assistance Contract and is accepting preliminary applications for one-bedroom apartments.
