Steve Zurn - General Manager

Mr. Zurn has worked for the City for over 32 years, serving a majority of his career in the Public Works Department where he held a variety of administrative positions and was appointed Director of Public Works in 2003. In 2012 he was appointed General Manager of Glendale Water and Power overseeing all aspects of this full service utility. Steve graduated from UCLA with a degree in Political Science and from California State University Long Beach with a Master’s Degree in Public Administration.



Michael De Ghetto - Chief Assistant General Manager, Water

Mr. De Ghetto joined Glendale Water and Power in 2015 as the Assistant General Manager – Water. Mr. De Ghetto is responsible for management of Water Division Operations including: engineering, operations, construction, and water quality. He is a Registered Professional Civil Engineer and a Registered Professional Mechanical Engineer in the State of California and he is also a certified water distribution and water treatment operator. Mike holds a Master's Degree in Mechanical Engineering from USC, and a Bachelor's Degree in Mechanical Engineering from Cal-Poly, Pomona. Mike comes to the City with a wealth of experience and a well-rounded resume in the water business that includes experience in municipal utilities, water districts, manufacturing and private consulting.



Daniel Scorza - Chief Assistant General Manager, Electric

Mr. Daniel Scorza joined Glendale Water & Power in 2019 as the Chief Assistant General Manager – Electric Services. He oversees the Electrical Engineering and the Electrical Transmission & Distribution Operations and Construction sections. Mr. Scorza previously worked for the Los Angeles Department of Water and Power (LADWP) for 36 years, and during his last 10 years there, he served LADWP as a Power Engineering Manager. He comes to GWP  with a wealth of experience in areas such as utility engineering and system studies, operations, maintenance, corporate finance, corporate training, legislative matters, and engineering services contracts. Mr. Scorza has a Bachelors in Science degree in Electrical Engineering (electronics) from California State University – Los Angeles (CSULA), a Masters in Electrical Engineering degree (telecommunications/computer systems) from CSULA, a Masters in Electrical Engineering degree with an emphasis in Power Systems from University of Southern California (USC), and a Master’s in Business Administration from the USC. Mr. Scorza is a registered Professional Electrical Engineer in the State of California. He resides in Glendale with his wife and two children.



Craig Kuennen - Deputy General Manager, Business Services

Mr. Kuennen has over 20 years of progressively responsible, professional, broad-based electric and water utility experience. As Deputy General Manager – Business Services, he is charged with full management responsibility for multiple sections within the GWP Department including Utility Finance, Business Systems and Support, Customer Service Operations, Fiber Business Enterprise, Marketing and Communications, and Business and Community Programs. Mr. Kuennen holds a Bachelor’s degree in Business Administration and an MBA in Financial Management from National University, as well as a Master’s in Philosophy of Technology degree from San Diego State University. Additionally, Mr. Kuennen completed three years of Doctoral Studies in Energy and Environmental Policy at the University of Delaware, and one year of law school at Thomas Jefferson School of Law in San Diego, CA.



Mark Young - Deputy General Manager, Power Management

Mr. Young started his career with Glendale Water & Power in 1989, after starting his electrical power generation career with the United States Naval Nuclear Power program in 1981. Along with a Bachelor of Science degree from the University of Phoenix in Business Management, Mark has over 38 years of experience in power generation, operations, contract implementation and administration, marketing, and power resource planning. Mark has held titles such as Power Plant Control Operator, Senior Electric System Dispatcher, Energy Trader, Energy Trading Manager, Integrated Resource Planning Administrator, and more recently,  Deputy General Manager – Power Management. Mark has been hands on with the Grayson Repowering Project, working closely with his team to explore any and all options to provide Glendale with clean reliable energy.



Maurice Oillataguerre - Environmental Program Administrator

Mr. Oillataguerre has worked for the City of Glendale for over 15 years and heads the Environmental Affairs Section and Safety Office within the Glendale Water and Power. He is a Registered Environmental Health Specialist in the State of California and graduated from UCLA with a Degree in Biological Science. Mr. Oillataguerre also graduated from California State University, Northridge with Master’s Degrees in Environmental Health Science and Public Administration.  Prior to joining the City of Glendale, Maurice worked at UCLA in the Office of Environmental Health and Safety managing numerous environmental, health and safety programs.
