Steve Zurn - General Manager

Mr. Zurn has worked for the City for over 31 years, serving a majority of his career in the Public Works Department where he held a variety of administrative positions and was appointed Director of Public Works in 2003. In 2012 he was appointed General Manager of Glendale Water and Power overseeing all aspects of this full service utility. Steve graduated from UCLA with a degree in Political Science and from California State University Long Beach with a Master’s Degree in Public Administration.



April Fitzpatrick - Assistant General Manager, Administration and Support Services

Ms. Fitzpatrick has worked for the City for over 27 years spending the majority of her career in Finance and in the Public Works Department as the Deputy Director. In July, 2014 she joined the Glendale Department of Water & Power responsible for overseeing Administration, Utility Finance, Customer Service, Conservation & Utility Modernization, Environmental & Safety, Legislation, & Warehouse. April graduated from California State University Northridge with a Degree in Economics and from Woodbury University with a Master’s Degree in Organizational Leadership.



Michael De Ghetto - Chief Assistant General Manager, Water

Mr. De Ghetto joined Glendale Water and Power in 2015 as the Assistant General Manager – Water.  Mr. De Ghetto is responsible for management of Water Division Operations including:  engineering, operations, construction, and water quality.  He is a Registered Professional Civil Engineer and a Registered Professional Mechanical Engineer in the State of California and he is also a certified water distribution and water treatment operator.  Mike holds a Master's Degree in Mechanical Engineering from USC, and a Bachelor's Degree in Mechanical Engineering from Cal-Poly, Pomona.  Mike comes to the City with a wealth of experience and a well-rounded resume in the water business that includes experience in municipal utilities, water districts, manufacturing and private consulting.



Craig Kuennen - Business Transformation and Marketing Administrator

Mr. Kuennen has eighteen years of progressively responsible, professional, broad-based electric and water utility experience.  He has worked for Glendale Water and Power since July 1999. Currently, Mr. Kuennen is responsible for the administration of the Conservation and Utility/Business Modernization Division. Major areas of responsibility include Business Support and Operational Technology, GWP Finance, One Glendale Broadband Services, Marketing and Communications, Wi-Fi Communication Services, Conservation and Public Benefit Programs, and Key Account Services. Mr. Kuennen holds a Bachelor’s degree in Business Administration and an MBA in Financial Management from National University, as well as a Master’s in Philosophy of Technology degree from San Diego State University.  Additionally, Mr. Kuennen completed three years of Doctoral Studies in Energy and Environmental Policy at the University of Delaware, and one year of law school at Thomas Jefferson School of Law in San Diego, CA.



Maurice Oillataguerre - Environmental Program Administrator

Mr. Oillataguerre has worked for the City for over 15 years and heads the Environmental Affairs Section and Safety Office within the Glendale Water and Power Department. He is a Registered Environmental Health Specialist in the State of California and graduated from UCLA with a Degree in Biological Science. Mr. Oillataguerre also graduated from California State University, Northridge with Master’s Degrees in Environmental Health Science and Public Administration.  Prior to joining the City of Glendale, Maurice worked at UCLA in the Office of Environmental Health and Safety managing numerous environmental, health and safety programs.



Tami Vallier - Customer Services Administrator

Ms. Vallier is a Certified Governance Risk and Compliance Professional and has been with Glendale Water and Power for 26 years.  As the Customer Services Administrator, she has overall responsibility for Customer Service Operations, that has direct, front-line communications with the City’s residents and customers.  She oversees the contact and payment center, billing, account management, credit and collections, revenue protection and field services.  She oversees and administers process improvements and quality initiatives to continually improve  customer experience. Ms. Vallier was the team leader for the Customer Service Team during the Smart Grid Project implementation.  She was responsible for implementing several opportunities and applications leveraging the Smart Grid technology and in support of GWP’s on-going modernization of the electric and water utilities.  Prior to joining GWP, Ms. Vallier  was a Social Service professional providing direct client services to at-risk youth.  Her social perceptiveness and respect for client diversity gave her the solid foundation to transition to public service.
