Metropolitan Water District Increases Turf Replacement Rebate to $7 per square foot for Commercial Properties and Public Agencies in Preparation for Statewide Nonfunctional Turf Ban

Glendale, California – Glendale Water & Power (GWP) encourages Glendale businesses, schools, homeowner associations (HOAs), and public agencies to take advantage of the largest turf-replacement rebate offered in the region. The Metropolitan Water District of Southern California (MWD) is now offering $7 per square foot rebate for replacing grass with sustainable California Friendly® and native landscaping.

This enhanced incentive is part of MWD’s broader effort to promote water use efficiency across Southern California and to help property owners prepare for an upcoming state law, Assembly Bill 1572 (2023). The law, designed to conserve limited water resources and encourage sustainable landscaping, bans the use of potable (drinking) water to irrigate “nonfunctional turf” on public, commercial, and homeowner association (HOA) properties. Nonfunctional turf is grass that is purely ornamental and not used for recreation or other community purposes.

“We strongly encourage property owners in Glendale to take full advantage of this rebate opportunity. It’s a unique chance for non-residential sites to replace their existing lawn with drought-tolerant landscaping—while saving money and getting ahead of California’s 2027 ban on using potable water to irrigate non-functional turf,” stated Assistant General Manager of Water at GWP, Chisom Obegolu.

The law takes effect in phases beginning January 1, 2027 - first for public and government properties, then commercial sites in 2028, and HOAs in 2029. The watering ban will apply to all affected properties by 2031.

This temporary incentive is supported by state and federal funding and is subject to change. Applicants must reserve rebate funds before starting their project. Once approved, you will have 180 days to complete the project and submit your rebate request.
