City of Glendale Extends Public Comment Period for Draft Land Use Element, Map and Environmental Justice Element to August 29
Glendale, CA – On August 12, 2025, the City of Glendale announced a 10-day extension to the public review and comment period for the Draft Land Use Element and Map and the Draft Environmental Justice Element to Friday, August 29.
The City of Glendale’s Community Development Department (CDD) published both draft elements and opened a 45-day public review and comment period on Monday, June 30. The community can access the draft elements at GlendalePlan.com.
The draft elements are part of a multi-year update to Glendale’s General Plan, a comprehensive policy document of elements to guide all decisions about land use, development, public services, and quality of life.
The City of Glendale is updating its General Plan, a document required by the State of California for all cities and counties because certain elements of the General Plan are decades old and need to be updated to reflect current conditions.
“Policies contained in the General Plan should reflect how the City has grown, including housing and businesses, shifts in transportation, and new needs for land use, infrastructure and transit,” said City of Glendale’s Director of Community Development, Bradley Calvert.
The Glendale City Council adopted its updated Housing Element in 2022 and its updated Safety Element in April of this year. The City led a robust community engagement effort as part of the adoption of both of these elements, as well as the elements currently open for review and comment.
Calvert described some of the community engagement efforts for the Draft Land Use and Environmental Justice Elements during the August 12 City Council meeting.
Comments collected during the extended comment period and gathered during community engagement efforts have informed and will continue to inform the City’s outreach plans and the final drafts of the elements that City staff prepare for City Council’s consideration.
On Tuesday, August 19, CDD will publish the draft Mobility Element on GlendalePlan.com for a 45-day review and comment period concluding on Friday, October 3. The Mobility Element, which was last comprehensively updated in 1998, provides the framework for decisions concerning Glendale’s multimodal transportation system.
This fall, the City will release for comment an Environmental Impact Report for the Land Use, Mobility, and Environmental Justice Elements. City staff anticipate that the Land Use, Mobility, and Environmental Justice Elements will be presented to City commissions and the Glendale City Council Spring 2026.
