2025 Glendale Homeless Count Results
Show Growing Homeless Population
Glendale, CA — The 2025 annual Homeless Point-in-Time (PIT) Count revealed a 13% increase in homelessness in Glendale compared to the previous year.
In Glendale, the homeless point-in-time count revealed a total of 110 individuals and families residing in interim housing programs, a 16% increase from 2024. The unsheltered population increased by 9% to 87 people. Families with children continue to be the predominant group in emergency shelters, while single adults constitute the majority of the unsheltered population.
“The Count revealed a significant increase in the number of chronically homeless individuals, underscoring the urgent need for long-term supportive housing solutions,” said Bradley Calvert, Director of the City of Glendale Community Development Department. “With the City’s Homeless Services team officially joining the Glendale’s Housing Division this year, the City is now better equipped to work toward providing those housing solutions.”
Several vulnerable groups, including aging adults, individuals with serious mental illness, individuals with substance use disorders, survivors of domestic violence, and veterans experiencing unsheltered homelessness, face unique barriers to housing stability. Health-related challenges also remain a significant obstacle, with one in four unsheltered individuals reporting at least one disabling condition—nearly double the number from the previous year.
“These findings emphasize the urgent need for comprehensive solutions to address the multifaceted issue of homelessness,” said Arsine Isayan, Deputy Director of Community Development – Homeless Services.
During a 12-month period between 2023 and 2024, the City of Glendale enrolled 2,370 households in housing-based programs, including homeless prevention, emergency shelters, interim housing and rapid re-housing and supportive services. In 2024, the City published its Homeless Action Plan, which aims to achieve “functional zero” homelessness in the next three years, ensuring that, at any given time, the number of individuals experiencing homelessness does not surpass the community’s demonstrated capacity to house them within a short period of time.
On February 19, 2025, the City of Glendale’s Continuum of Care, in collaboration with nearly 50 volunteers, local service providers, and community organizations, conducted the annual Homeless PIT Count. The Continuum had the support of the Glendale Police Department and the City of Glendale Information Services Department, which developed an online survey to collect data from those experiencing unsheltered homelessness. Data from those in local congregate shelters and transitional housing programs were also included as part of the count.
A comprehensive report will be released in the coming month highlighting key trends in homelessness throughout the city. The Glendale City Council received a presentation of the count results on Tuesday, June 24, 2025.
