Shijie "Jack" Liang Named Finance Director for City of Glendale

Glendale, CA - The City of Glendale is pleased to announce the appointment of Shijie "Jack" Liang as its new Finance Director. A seasoned public finance leader with nearly 20 years of experience in local government, Jack brings a strong track record of strategic financial leadership, innovation, and commitment to public service.

Jack most recently served as Chief Business Operations Officer at Clean Water Services in Oregon, one of the state’s largest public utilities. In that role, he served as a key advisor to the CEO, leading long-term financial planning, capital investment strategy, and business development. He also previously held the role of Chief Financial Officer for Washington County, Oregon, where he oversaw a $1.5 billion budget and a $1 billion investment portfolio.

“Jack brings a depth of experience in public finance that will be invaluable as we continue working to strengthen Glendale’s fiscal sustainability,” stated City Manager Roubik Golanian.  “His strategic perspective, strong financial acumen, and collaborative approach make him an ideal fit for our City, and I’m excited to welcome him to the team.”

Jack holds an MBA from the University of Washington and is both a Certified Public Accountant (CPA) and a Chartered Global Management Accountant (CGMA). He is an active member of the Government Finance Officers Association (GFOA) and the American Institute of Certified Public Accountants (AICPA). His appointment reflects the City’s commitment to fiscal responsibility, transparency, and aligning financial decisions with community priorities.
