Glendale Extends Emergency Orders through April 30, 2020 and Issues a Rent Increase Freeze

Glendale, CA—The City of Glendale continues to monitor all developments related to the COVD-19 pandemic. On March 24, 2020, the Glendale City Council took additional steps to help stop the spread of the virus by extending its current emergency orders.

To provide relief and protection to Glendale residents during this unprecedented emergency, a rent increase freeze has been issued effective immediately. All rents for residential tenants will remain the same rate as of March 24, 2020. The rent increase freeze also applies for rent increases that were noticed prior to this date but have not gone into effect yet. View the Order here.

Additionally, the following Public Orders are also extended to April 30, 2020:

  • Adult Day Care Facilities
    • All adult day care facilities within the City of Glendale shall be closed in order to prevent the congregation of large groups of adults, particularly seniors in one location, in an effort to mitigate the spread of COVID-19.
  • Residential and Commercial Tenancies
    • Landlords may not evict tenants during this local emergency period if the tenant is able to show an inability to pay rent due to the circumstances related to the COVID-19 pandemic. These circumstances include loss of income due to a COVID-19 related workplace closure or reduction in hours or activities, child care expenditures due to school closures, health care expenses related to being ill with COVID-19 or caring for a member of the tenant’s household who is ill with COVID-19, or reasonable expenditures that stem from government-ordered emergency measures. Written notice of inability to pay rent for one or more of the reasons set forth above must be provided to the landlord 14 days prior to when the rent is due, except for rent due for the month of April, in which case said notice shall be made as soon as practicable.Nothing in this subsection shall be construed to mean that the tenant will not remain obligated to pay lawfully charged rent. Tenants will have up to six months following the expiration of the local emergency period to repay any back rent due. Tenants may use the protections afforded in this subsection as an affirmative defense in an unlawful detainer action.
  • Closure of City trails and all sports/play courts, fields and equipment
    • All City trails and all sports/play courts, fields, equipment, and picnic amenities at all City-owned parks and recreation facilities are closed.

This extension is in effect until April 30, 2020, and may further be extended as deemed necessary by the City Council or the Director of Emergency Services.
