 Glendale Housing Bill Gets California Seal of Approval and Signature from Governor

Glendale, CA - Kicking off a statewide Rent and Housing Tour yesterday afternoon in Oakland, California, Governor Gavin Newsom signed a series of bills intended to build on his administration’s efforts to tackle the housing affordability crisis.  Calling the bills the nation’s strongest statewide renter protection package to address the rising costs of rent and housing, the Governor signed them in the presence of legislators and housing advocates, and will continue his Rent and Housing tour with stops in San Diego and Los Angeles today, October 9, 2019, to sign a number of other bills aimed at boosting housing production across the state.

Included in the package bills signed yesterday was AB 1110.  Authored by the City of Glendale and sponsored by Assemblymember Laura Friedman, AB 1110 amends California noticing requirements for rent increases by implementing a new, longer noticing period to tenants receiving a rent increase in excess of 10%.  Existing California law requires that a landlord provide a 60-day notice for rent increases of more than 10% in month-to-month tenancies; under AB 1110, the new requirement will be for a 90-day notice period.  AB 1110 will retain the current requirement of a 30-day notice for proposed rent increases of 10% or less.

Glendale Housing Authority Chair and Councilmember Vrej Agajanian lauded the action of the Governor stating, “Rent increases in significant numbers and frequency can create significant financial pressure, even for the most economically fortunate households. Unexpected expenses cause immediate strain and financial hardship on households.  As such, AB 1110 provides renter households with more time when significant or frequent rent increases are given in order to make the necessary financial adjustments to be able to stay in the unit, or to plan to vacate that unit in order to find housing elsewhere that is more affordable to them and their families.”

The signing of AB 1110 by the Governor is just one of many accomplishments that the City of Glendale has achieved recently in the area of affordable housing.  Over the last two years, the Glendale City Council and Glendale Housing Authority have developed and implemented a slew of new and innovative policies and programs that will add to an already robust portfolio of affordable housing. In just the last year, the Glendale City Council/Housing Authority has:

  • Adopted a new citywide Inclusionary Zoning Ordinance for affordable housing;
  • Committed over $24 million in newly approved local Measure S sales tax proceeds towards future affordable housing projects and programs;
  • Authored 2 other state housing bills (SB 532, SB 521);
  • Implemented a Commercial Development Impact Fee for affordable housing;
  • Adopted and implemented a Rental Rights Program;
  • Applied for and were awarded 14 new special-use Section 8 vouchers from the Department of Housing and Urban Development;
  • Approved a Monthly Housing Subsidy Program, an $8.4 million pilot program that will provide a $300 monthly housing subsidy, for 24 months, to lower-income senior Glendale renter households.
  • Celebrated the grand opening of the San Gabriel Valley Habitat for Humanity Lomita project, a six-unit homeownership project in Glendale for low-income first-time homebuyers.
