Steve Zurn - General Manager

Mr. Zurn has worked for the City for over 27 years, spending most of his career in the Public Works Department where he held a variety of administrative positions and was appointed Director of Public Works in 2003.  In 2012 he was appointed General Manager of Glendale Water and Power overseeing all aspects of this full service utility.  Steve graduated from UCLA with a degree in Political Science and from California State University Long Beach with a Master’s Degree in Public Administration.

Ramon Abueg - Chief Assistant General Manager - Electric & Water

Mr. Abueg has been with the Department since 2003. Mr. Abueg is responsible for the day-to-day management and operations of the electric distribution system and fiber optics backbone system. He is also the Compliance Officer responsible for ensuring that the departments meet the reliability standards by NERC and WECC to prevent outages in the bulk electric system. He is a Registered Professional Electrical Engineer in the State of California and holds a bachelor of science degree in electrical and electronics engineering and a master of business administration. Prior to joining the Department, Mr. Abueg served as the Assistant Director of Engineering & Operations of the City of Vernon Utilities Department for seven years.

April Fitzpatrick - Deputy General Manager

Ms. Fitzpatrick has worked for the City for over 24 years spending the majority of her career in Finance and in the Public Works Department as the Deputy Director. In July 2014 she joined the Glendale Department of Water & Power serving as the Deputy General Manager responsible for overseeing Administration, Utility Finance, Customer Service, Conservation & Utility Modernization, Environmental Affairs, Legislation, & Warehouse. April graduated from California State University Northridge with a Degree in Economics and from Woodbury University with a Master’s Degree in Organizational Leadership..

Michael De Ghetto - Assistant General Manager

Mr. De Ghetto joined Glendale Water and Power in 2015 as the Assistant General Manager – Water.  Mr. De Ghetto is responsible for management of Water Division Operations including:  engineering, operations, construction, and water quality.  He is a Registered Professional Civil Engineer and a Registered Professional Mechanical Engineer in the State of California and he is also a certified water distribution and water treatment operator.  Mike holds a Master's Degree in Mechanical Engineering from USC, and a Bachelor's Degree in Mechanical Engineering from Cal-Poly, Pomona.  Mike comes to the City with a wealth of experience and a well-rounded resume in the water business that includes experience in municipal utilities, water districts, manufacturing and private consulting.

Craig Kuennen - Business Transformation & Marketing Administrator

Mr. Kuennen is the Business Transformation and Marketing Administrator for Glendale Water and Power.  For the past six years he has led GWP’s utility wide, $70 million DOE Modernization Project.  In addition to Utility Modernization, Mr. Kuennen is responsible for the development and implementation of utility energy efficiency, low-income, renewable energy, green building, green power, RD&D, and water conservation programs.  Mr. Kuennen also oversees GWP Key Accounts, Marketing and Communications activities.  Most recently he has taken on the responsibility of leading the Utility Business Support Services, AMI Operations, and Fiber Optic Services sections.  Mr. Kuennen holds a Bachelor’s in Business Administration and a Master’s in Business Administration from National University, and a Master’s in Philosophy of Technology degree from San Diego State University.  Additionally, Mr. Kuennen completed three years of Doctoral Studies in Energy and Environmental Policy at the University of Delaware and one year of law school at Thomas Jefferson School of Law in San Diego, CA.

Lon Peters - Integrated Resources Plan Administrator

Mr. Peters joined the Department in 2011 as Power Planning Manager, and was promoted to Integrated Resources Planning Administrator in 2013.  He is responsible for GWP’s power supply portfolio, ranging from short-term trading to long-term contract management, which includes rights to renewable and conventional sources of electricity and the transmission needed to ensure reliable delivery of power to the City.  Mr. Peters oversees the Energy Management Group, which is also responsible for compliance with California regulations governing renewable energy and greenhouse gases.  Mr. Peters graduated from Reed College with a degree in economics, and received a doctorate in economics from Yale University.

Maurice Oillataguerre - Environmental Program Administrator

Mr. Oillataguerre has worked for the City for over 13 years and heads the Environmental Affairs Section within the Glendale Water and Power Department.  He is a Registered Environmental Health Specialist in the State of California and graduated from UCLA with a Degree in Biological Science.  Mr. Oillataguerre also graduated from California State University, Northridge with Master’s Degrees in Environmental Health Science and Public Administration.  Prior to joining the City of Glendale, Maurice worked at UCLA in the Office of Environmental Health and Safety managing numerous environmental programs.
